Property Registry, Intiqal & Mutation Fees in Pakistan — Complete Guide 2026-27

When you buy or transfer property in Punjab, Pakistan, you need to pay several fees at the Sub-Registrar's office and the Land Records Authority. These include stamp duty, registration fee, PLRA service charges, mutation (intiqal) fee, local commission, and FBR withholding taxes (236K and 236C). This guide explains each fee, who pays it, and how to calculate the total cost of property transfer.

What is a Registry Fee Calculator?

A registry fee calculator(رجسٹری فیس کیلکولیٹر) is a tool that estimates the total cost of registering a property in your name. It combines all the government fees, taxes, and charges that apply when you transfer property ownership. The calculator uses the current 2026-27 rates for Punjab to give you an accurate estimate before you visit the Sub-Registrar's office.

What is Intiqal (Mutation) Fee?

Intiqal fee (انتقال فیس), also called mutation fee, is the charge for updating the land revenue record (Fard / Jamabandi) after a property transfer. In Punjab, the mutation fee is collected by the Punjab Land Records Authority (PLRA). The fee is fixed: PKR 5,000 for residential property, PKR 10,000 for commercial property, and PKR 2,000 per acre (minimum PKR 1,000) for agricultural land. This fee is paid by the buyer and is separate from the stamp duty and registration fee paid at the Sub-Registrar's office.

Stamp Duty in Pakistan — How Much Do You Pay?

Stamp duty (اسٹامپ ڈیوٹی) is the largest fee in the property transfer process. In Punjab, the stamp duty rate for a sale deed is 1% of the property value (or DC rate, whichever is higher). For a gift deed, the stamp duty is a fixed PKR 1,000. For a mortgage deed, it is 0.5% of the mortgage amount. For a lease deed, it is 1% of the annual rent. The stamp duty is paid by the buyer and is calculated on the higher of the declared value and the DC rate (government valuation rate).

FBR 236K — Buyer Withholding Tax on Property

FBR 236K is the withholding tax deducted from the buyer at the time of property registration. As per Budget 2026-27, the rates are now flat regardless of property value. Filers pay 1.25%, late filers pay 4.5%, and non-filers pay 10.5%. The previous tiered system (1.5%/2%/2.5% for filers based on value brackets) has been replaced with a single flat rate for each filer category. This tax is collected by the Sub-Registrar at the time of registration and deposited with the FBR.

FBR 236C — Seller Withholding Tax on Property

FBR 236C is the withholding tax deducted from the seller at the time of property transfer. The buyer deducts this tax from the sale consideration and deposits it with the government. As per Budget 2026-27, the rates are now flat regardless of property value. Filers pay 2.75%, late filers pay 7.5%, and non-filers pay 11.5%. The previous tiered system (4.5%/5%/5.5% for filers based on value brackets) has been replaced with a single flat rate for each filer category. The seller can adjust this amount against their final Capital Gains Tax (CGT) liability when filing their annual tax return.

PLRA Service Charges

The Punjab Land Records Authority (PLRA) charges a service fee for processing the mutation (intiqal) and updating the land record. For properties up to PKR 3 million, the PLRA service charge is a fixed PKR 3,300. For properties above PKR 3 million, the charge is 0.1% of the property value, with a maximum cap of PKR 50,000. This fee is paid by the buyer and covers the cost of digital record keeping, verification, and issuance of the updated Fard.

Registration Fee

The registration fee(رجسٹریشن فیس) is a nominal charge paid to the Sub-Registrar's office for registering the sale deed. For properties up to PKR 10 lakh, the fee is PKR 500. For properties above PKR 10 lakh, the fee is PKR 1,000. This is one of the smallest fees in the property transfer process but is mandatory for all registrations.

Local Commission Fee

The local commission (لوکل کمیشن) is a fee paid to the local revenue staff for verifying the property and preparing the mutation report. The rate depends on the location of the property. For properties within a municipal corporation, the local commission is 0.25% of the property value. For properties outside a municipal corporation (rural areas), the rate is 0.1% of the property value. This fee is paid by the buyer.

CVT — Capital Value Tax

Capital Value Tax (CVT) is a provincial tax on the transfer of property. In Punjab, the CVT rate depends on the property type. Residential properties are exempt from CVT (0%). Commercial properties are charged 2% of the property value. Agricultural land is charged 1% of the property value. CVT is paid by the buyer at the time of registration.

Section 7E — Deemed Income Tax

Section 7E of the Income Tax Ordinance was abolished in Budget 2026-27. Previously, it imposed a deemed income tax of 1% on properties valued over PKR 25 million. Property owners no longer need to pay this tax or obtain a 7E compliance certificate for property transfers.

Who Pays What — Buyer vs Seller

Understanding who pays each fee is important for budgeting. The buyer pays: stamp duty, registration fee, PLRA service charges, mutation (intiqal) fee, local commission, FBR 236K (buyer withholding tax), CVT, and Section 7E. The seller pays: FBR 236C (seller withholding tax), though this is deducted at source by the buyer and deposited with the government. The seller can adjust the 236C amount against their final CGT liability. Use the mutation fee calculator above to see the exact breakdown for your property.

How to Calculate Property Transfer Cost in Pakistan

To calculate the property transfer cost in Pakistan, follow these steps:

  1. Determine the property value (sale consideration) and the DC rate for the area.
  2. Calculate stamp duty: 1% of the higher of property value and DC rate (for sale deeds in Punjab).
  3. Add registration fee: PKR 500 or PKR 1,000 depending on value.
  4. Add PLRA service charges: PKR 3,300 (up to PKR 3M) or 0.1% (max PKR 50,000).
  5. Add mutation fee: PKR 5,000 (residential), PKR 10,000 (commercial), or PKR 2,000/acre (agricultural).
  6. Add local commission: 0.25% (within corporation) or 0.1% (outside corporation).
  7. Calculate FBR 236K based on buyer's filer status and property value (flat 1.25% for filers, 4.5% for late filers, 10.5% for non-filers).
  8. Calculate FBR 236C based on seller's filer status and property value (flat 2.75% for filers, 7.5% for late filers, 11.5% for non-filers).
  9. Add CVT: 0% (residential), 2% (commercial), or 1% (agricultural).
  10. Section 7E: Abolished in Budget 2026-27 — no longer applicable.

The total buyer cost is the sum of all fees paid by the buyer. The total seller cost is the 236C withholding tax. The grand total is the sum of both. Our stamp duty calculator Pakistan above does all these calculations automatically.

Example — Property Transfer Cost for a PKR 50 Lakh Residential Plot

Example: A filer buys a residential plot in Lahore (within corporation) for PKR 50 Lakhs. The DC rate is also PKR 50 Lakhs. The buyer is a filer, the seller is a filer. Estimated costs: Stamp Duty (1%) = PKR 50,000. Registration Fee = PKR 1,000. PLRA Charges (0.1%) = PKR 5,000. Mutation Fee (residential) = PKR 5,000. Local Commission (0.25%) = PKR 12,500. FBR 236K (1.25%) = PKR 62,500. FBR 236C (2.75%) = PKR 137,500 (seller's cost). CVT (residential) = PKR 0. Section 7E = abolished. Total buyer pays: PKR 136,000. Total seller pays: PKR 137,500. Grand total: PKR 273,500.

Filer vs Non-Filer — The Cost Difference

Your filer status dramatically affects the cost of property transfer. For a PKR 50 lakh property, a filer buyer pays 1.25% (PKR 62,500) in 236K tax, while a non-filer buyer pays 10.5% (PKR 5,25,000) — a difference of PKR 4.625 lakhs. Similarly, a filer seller pays 2.75% (PKR 1,37,500) in 236C tax, while a non-filer seller pays 11.5% (PKR 5,75,000). Filing your income tax returns is one of the most effective ways to reduce your property transfer costs.

DC Rate vs Market Value — Which One Matters?

The DC rate (District Collector rate) is the minimum valuation rate set by the government for property in each area. The market value is the actual price agreed between buyer and seller. For stamp duty and most other fees, the government uses the higher of the DC rate and the declared value. This means you cannot reduce your tax liability by declaring a lower value than the DC rate. Our calculator lets you enter the DC rate separately if it differs from the declared value.

Gift Deed vs Sale Deed — Fee Differences

A gift deed (ہبہ نامہ) has significantly lower stamp duty than a sale deed. In Punjab, the stamp duty for a gift deed is a fixed PKR 1,000, compared to 1% for a sale deed. However, other fees like registration fee, PLRA charges, mutation fee, and FBR taxes still apply. Gift deeds are commonly used for transfers between family members. Note that FBR 236K and 236C still apply to gift deeds if the property value exceeds certain thresholds.

Mortgage and Lease Deeds

For mortgage deeds (رہن نامہ), the stamp duty is 0.5% of the mortgage amount. For lease deeds (اجارہ نامہ), the stamp duty is 1% of the annual rent. Other fees like registration fee and PLRA charges also apply. The FBR withholding taxes (236K and 236C) may not apply to mortgage and lease deeds in the same way as sale deeds. Our calculator adjusts the fees based on the transaction type you select.
